Welcome to the Debarment and Suspension Forum

The purpose of this forum is to facilitate discussion in the "Debarment and Suspension Community of Practice," which has been proposed as part of the Thematic Working Group on Governance and Anticorruption, part of the Global Forum on Law, Justice and Development.

Procurement systems the world over exclude contractors that are not qualified because they are corrupt.  When this exclusion is regularized, it is typically called "debarment" if long-term, and "suspension" if for a shorter period; sometimes the exclusion is referred to, colloquially, as "blacklisting."

With increasing frequency, countries and institutions are establishing debarment and suspension systems to punish and deter corruption.   Debarment of corrupt contractors through the World Bank's sanctions system, for example, is an important part of the World Bank's anti-corruption strategy.  To make those systems more effective, and to help balance the rights of the various stakeholders involved in the debarment and suspension systems, this forum will gather comments from experts and practitioners from around the world.
